The aim of this study is to analyze current status of strategic commodities export control and to explore institutional task for anti-terrorism after North Korea's relisting as a state sponsor of terrorism in 2017. In the scheme of terror risk-control cost matrix and institutionalization model for anti-terrorism, main institutional factor can be comprised of law and organization, structured procedure and informal practice. According to the institutionalization model, institutional tasks were presented for the settlement of the effective system, especially in the process of blocking illegal exports in the phase of the implementation of the institution. In the improvement of the management and monitoring process, first, establishing an efficient information analysis system and an effective risk management system, second, information analysis techniques based on objective data and comprehensive risk management techniques were proposed as well. In the establishment of mutual cooperation system, first, reinforcement of mutual cooperation among intelligence investigation agencies, second, to prevent illegal exports, strengthening mutual cooperation the relevant agencies for export management (for example. KOSTI, Korea Strategic Trade Institute) and the export companies, and thirdly, expanding support for trade credit insurance including export credit insurance was proposed to help exporters prepare for possible illegal export inflows and resulting credit risks in the course of trading.
